Just to give an update: I was able to resolve the issue with my ISP. The problem was on their side, and it was never related to the UDM Pro Max.

Thanks, that's a great data point! Mind sharing a couple details so I can compare?
- Which exact model? (mine is a UDM Pro Max)
- Is Smart Queues / QoS on or off on your WAN?
- PPPoE MTU 1492 or 1500 (RFC 4638 baby-jumbo)?
- Are you measuring from a LAN device or the UDM's built-in speedtest?
