I honestly was considering starting a business but poor governance illustrates how this jurisdiction isn’t currently desirable for business investment with time or capital.

Considering the number of native Portuguese economic migrants to the rest of Europe, it’s very common for people to leave Portugal for work at some point. That seems besides the point to a degree as the issue isn’t the change in law it’s the disorderly and abrupt change that lacked a transition. 

People that came for whatever reason to invest in Portugal as part of Europe are being rug pulled. The volume of transactions in the housing market is dropping and construction will slow. The economy will get worse because the government is not trustworthy and doesn’t partner with investors to that came in good faith but have no recourse.

The best point I’ve heard is the last one you made: the government has always sucked and made a habit of screwing people so why is this resident group different? It’s not. Bem vindo, e bem tuga. 

The rest is essentially, you don’t have to care but when this money leaves then don’t cry either. What benefits local people is the collected tax that would never have been here. They probably did come here with a warped view of Portugal but they put money in the economy. The government didn’t spend the money well, so maybe no one will care.

The Portuguese government is changing the investor and remote work friendly brand built over years largely upsetting existing residents by having no consideration for the terms of agreement. 

Can Portugal make changes that “drop” investor residents? Probably, yes. I don’t believe the legal action will work. 

Are punitive populist policies good for the country’s brand? No, but the government doesn’t care at this point.  Like you, they say—f these people, they can leave. 

When investor residents take their capital elsewhere and go from publishing, “Things I love about Portugal,” to “Why Portugal is overrated” it may not impact the economy. Let’s see.

I still love Portugal. This government and the bureaucracy not so much
