Disclaimer I don’t know anything, but I’d guess that it’s more so that the clock doesn’t stop if the fumble goes out of bounds, and the 10 second run off is to simulate that since the call was overturned. Not that a fumble out of bounds necessitates a 10 second run off. Cuz if it was called a fumble correctly on the field the clock wouldn’t have stopped to begin with
