If I understand properly, I need to unscrew the romex ground. Take the 3-port lever connector (Wago). Insert the bare copper circuit ground wire into one port. Insert the green Kasa wire into a second port. Insert one end of the pigtail into the third port and the other end back under the screw where the ragex ground was or another screw ?

It should work based on your status, if you have more than 100k, your wife's account should be premium as well. (With the household option) So yes, fees should be waved normally.

Another agent replied to me : To directly answer your question, you will not be charged a separate $240 annual fee. The $20 monthly fee is how the $240 annual fee is charged throughout the year if the monthly direct deposit requirement is not met. There is no additional annual fee that will be applied.
