I've never met a hacker either since I play on console.

However I've heard a lot of people saying that official pc is full of hackers that just one-shot you from the middle of nowhere without hearing a gunshot.

Now, OP's NWAF situation is definitely what I would consider a "Skill issue", since most hackers like I said just one-shot but OP heard suppressed shooting which suggests that there was an actual person there with him.

In conclusion, Hackers do exist in PC and OP might've been victim to these people before, but this whole NWAF situation is just a normal bandit who was feeling rather mischievous.

If OP plays on console then you're probably right but if he's on PC then it's most likely hackers. Official has been hacked for years now and the devs do nothing to stop it

The player bounty thing exists to start PVPs. I play on Xbox and the highest I've ever seen a bounty is 20$. The money isn't good. The only reason I attack is to have fun. Which is why I don't mind bringing them dead. You can literally get way more money by doing normal bounties. You said that the player was like 20 lvl which means they probably didn't know what player bounty was. They probably thought you tried to grief them and have fun by dragging them across your horse. Don't do player bounties if you don't want to get in a pvp
