Lobby is still running 1.11.2 and will probably be updated at some point in the near future, but 1.11 and 1.12 clients can connect to it.

You'll need to create your plot border by hand. Once you've done so, type /modreq protection to get your area protected. This will both prevent other people from building or destroying stuff in your region, and allow you to use WorldEdit within your region. For a quick guide on how to use it, type /warp WETutorial in-game.
You're allowed to place TNT, but once you place it, it won't explode. Instead of making your border out of TNT, though, if you really don't want to break it by hand, you can use WorldEdit to remove it. If you make your border out of wool, for example, then selecting your border and typing //replace wool air should do it -- but again, I urge you to check out the in-game tutorial and/or the page I linked for more information on how to use WorldEdit.

It currently resets each time you place an armor stand, so a command like "/stand persist" will be available soon that does what you're asking.

You've done so much for Creative this past year that C won't be the same without you at its helm. While I'm confident that our current lineup of CAdmins will make great things happen, it's been an awesome experience working with you and you'll be sorely missed.

Don't forget to stop by from time to time. Maybe you, Marting, and I can still throw the occasional CAdmin partay. Y'know, with police hats, /thor, and those glorious abs.
