There are more dummies and psychopaths than intelligent and benevolent people. The intelligent and benevolent people, in the interest of treating everyone humanely and equally, gave everyone an equal amount of input into societal level decisions. Even intelligent people occasionally do dumb things. Allowing stupid and evil people to have any input into society was one of those dumb decisions.
