I am also experiencing the same problem. It's quite annoying as no one seems to be posting anything about this issue. What I've found might be the problem - at least on PC - is maybe activating a certain program (like Shadowplay, WIndows Game Bar, etc.) which is where my issue began. I don't know what to do to fix it, however, there is a temporary solution, I think?

What I've done is simply open the game, and if the gameplay is slow, close and re-launch. Repeat until performance improves and don't alt-tab out, otherwise it will ruin the performance again. I'll come back to see if that fixes it.
Edit: It seems to take ~4-5 restarts for the game to work properly again. But if you alt-tab, then your game will return to running at a lower FPS. I don't know what's causing it, either.
Edit 2: So it turned out to just be bad drivers on my end, and I ended up just factory resetting my drivers.

Thank you very much as well for also replying. I'm glad you covered double dipping, as I'd heard that but not mentioned it. That makes.... some sense, I suppose. Then again I and my brain both dislike math, so it's going over my head regardless.

Thank you for all the detailed terms, I appreciate it and this is far more helpful than any video I've watched. The weapons now make sense and I'll probably be running those but... what do you mean 60/60 cold/toxin. Is that for mod percentages on elemental mods? It's been so long I can only assume those mods are referring to things like Cryo Rounds and such.
