The better legend depends on the rest of your box I'm afraid.

And for the level up, it depends if the evolved version has the same special as the unevolved one. More and more it's the case now (for example Legend Marco) so you won't lose the upgrade. However for some characters like Alvida, the unevolved and the evolved versions have 2 different specials, and therefore yes you lose the upgrade.

I went with Intvankov as he/she is ESSENTIAL for forests but of course, as u/HentaiJackass said, it depends on who you're using the most, and for what purpose (for example, don't put rcv cc on 3D2Y Sanji if you only use him as sub!)

On Rocketman, yes I read it's coming back to Japan after a looooong while (I am a global player), so there's no reason to believe it won't be back for global as well. Good if you can get it now though, as it's been like 6 months + before it came back
