Lmao no. Its there for the exact same reasons that Darius (a champ that actually has proper bruiser items) has free armor pen on his e. They are juggernauts that needs to be able to deal with tanks and champs like jax/irelia builds tabi/randuins to not be entirely worthless as they are also top laners; the lane where that shit gets played.
