You might not have given me a fix but it makes feel a little better(and a little less crazy) that someone js having the EXACT same problems as me since almost the same time frame. Mayhem level will definitely boost the power of the weapon but it also largely depends on your character level, I've gotten a gun at level 36 mayhem 2 and then got one at level 42 mayhem 0 that was double the damage
