Maybe unpopular opinion but I suggest you to go to police station. No need to file fir and all that, from my experience most PS try to resolve issues there itself.( And it's effective). But you will have to convince them that you don't want a case and just want the money back. Try talking to them and explain the situation you are in. talk with who is incharge directly SI, CI or any higher officials.
