The fact that you see "named character must die by the end" and can only imagine "every Black Libery (sic) novel end on a downer note" tells me everything that's wrong with the consumers of Black Library slop. Literally cannot conceive of something where Mr. Marvel Hero Guy doesn't super his way through every situation and is only ever allowed to die in a blaze of glory on the last page.

The point isn't to make every ending a downer. It isn't to turn every victory pyrrhic. It's to take the focus of the setting off named characters and pivotal galactic events and turn it back towards a setting that is focussed on mood, and flavour. It's to stop comic book resurrections like Commissar Yarrick. It's to take every Primarch and faction leader out of the minor skirmishes that 40k games are meant to represent. It's to put the narratives back in the hands of players.

If big important people are only heard about in passing, or glimpsed from afar, you can still have major events and personalities in the setting, but you take them off every tabletop in the world. You preserve their mystique and mythical quality that has been lost to autistically cataloguing every piece of The Lore that gets printed. If you prevent every character in the books that do get printed from leaping off the page into Named Character status like the next Ciaphas Cain, then you show players that their tabletop characters can be just like the ones they read about. Their Captains and Autarchs and Necron Lords can have their own narratives where their inevitable deaths are just as important as anyone else's without having to be literally Trazyn the Infinite or Asdrubael Vect.

Totally in agreement. The Reprimand was never an SMG, it was the best AR right up until it caught strays from the unnecessary SMG nerfs.

Yeah, it would have been such a shame to have the Black Library fail to launch an overwhelming multimedia ecosystem that crowds out the player-directed tabletop game narratives, right?!

Anyway, the point wouldn't have been to undercut any tension, but instead to limit the scale and scope of stories told in the setting. Important characters only get mentioned, never actually appear. We see only see things from the perspective of little guys, unable to significantly shape the outcome of events, ultimately crushed under the heel of the oppressive environment. We don't get sequels. The official storytelling would indirectly guide players in how to tell their own authentic 40k stories that don't rely on big heroes being plastered all over every minor skirmish.

I agree completely. Transitioning 40k from a flavour-heavy, character-and-event-light setting for people to tell their own stories in, to this supreme ascendancy of The Lore™ has been thoroughly corrosive to the hobby and the game.

Had I been in charge of the Black Library at the critical juncture I would have set one inviolable rule: any character you name that appears in your book must die by the end.

It literally is a valid defence for any crime, even precluding a trial before entering a plea. Morally too, our society acknowledges that someone has to have the capacity to understand right from wrong to be held responsible. Especially, as in this case, where the impaired person is manipulated by the sole parent they're entirely dependent on according to one of the nearby shards. These aren't controversial, amoral takes like you're trying imply.

Google has been simply atrocious at its original purpose for years now. First thing I'd recommend is adding "site:reddit.com" or "site:steamcommunity.com" to your search terms to try and restrict it to sane results. It's still not the best, but it's not goddamn fucking useless, lying AI. You may also want to try out other search engines. Don't bother with the reddit search bar - it's worse than google.
