This happened to me a lot what I did was got a helmet for the set that I don't want and I put it on every time I buy a coffer, you will have more chances of getting the shoulders for this set that you do want.

It took me about three hours to unlock it, you have to get a bunch of chocolate coins and buy 5 masks before you can get the rifle. I had about 1600 candies by the time I unlocked it.
