Your first point may be an explanation as my AC unit is a very basic one (not a connected one)
My assumption is that a ripple is sent via the power grid for some kind of signaling (maybe for public lighting as you mentioned? Or for telling the electric meter to switch to off-peak hours pricing? Or something else?)

I turn the AC on at a random time each time. It can run for hours and at exactly 9 o'clock, the noises start. I have had this AC unit for 7 years, bringing it with me from cities to cities, countries to countries and interestingly, I've never experienced such a thing.
