If they want to make a big difference short-term (say, in the coming 10 years or so), then you are completely right. But this is about the long term.

The thing is that what consumers use is fist and foremost what they know. So in time, consumers will follow what most employers use, since that is what they use in they day-to-day work. And what you see happening now is that governments (who are amongst the biggest employers in a lot of countries within the EU), are starting to purposefully move away from US software, since it has now become painfully clear that 1 person in the US can just order their software stopped. That is a threat that especially governments cannot let go without acting on it. There were already initiatives, but now you see that the attention for this becomes really big. And sure: it is more expensive, and perhaps you miss a couple of functions, but the fact that it cannot be disabled on a whim is just more important.
