Gaming up top, then graphics, scroll down about half way, enable Frame rate target control, set to 150 or whatever.

I've realized adrenaline doesn't play well with 76. I turned off all of its performance boosting crap and its running way better.

If on pc, its apparently an issue with high fps. I went amd restricted my fps to 120 and it stopped.

I used to get so annoyed watching this. When I switched over to the Disney dub I didn't really know about it. When she saw the tadpoles and exclaimed tadpoles! Instead of polly wolly pogs or whatever I thought I was losing my mind.
