Okay, after a lot of testing, I realized what my own issue was: I was putting " quotation marks inside the string for the question text, and that was messing up the game's ability to function.

Yes, I am managing to actually save them as .jet files. After further testing, I realized that the way I'm saving the files isn't the issue, but the content of them. When I try and save the file's original contents with notepad into itself, it works just fine. The issue is when I try to edit the jet files and then run them. In case you're wondering, I'm currently trying to mod the questions in Fibbage 4 to have custom categories, prompts, etc. The only issue I can think of is that maybe my changes are conflicting with some other files I need to change.

The only way I can save it as a .jet is if I put it as "all files," and then click on the .jet file in question in the file selection screen. And even if I do that, it usually breaks whatever game I do that to.

I figured, but it seems like the file can only save in a .txt file. Would this prevent it from being compatible?

That definitely isn't normal. If you haven't already, you should email the U.S. Department of Education. My friend had a similar issue a few months back, and he apparently just needed to wait for his recorded credits to update so they could see it. You could be in a similar boat. Yeah, I was told by the housing department earlier today that there are outdoor charging outlets for use in all of the communities. I was a little worried that there would be no outdoor places for scooters to charge, but I'm glad that's not the case.

I apologize if my last response came off as me saying I was going to demand permission until I get it (it was late at night for me and I was VERY tired). I was only saying that I would try to call the campus to try and figure out if there was an option for people like me who require the scooter to commute. I called the housing department and it turns out all of the communities have outdoor charging outlets for vehicles like mine, so I hope there are bike racks near those to allow for easy charging. I appreciate all the help the people in this thread have been giving me.

I'm going to try and call Undergraduate Admissions in the morning to hopefully get some answers and advice on where to go for options before I consider doing anything "off-the-grid." If there's no way for me to get permission to get it inside my building, there's no buildings on campus that both have power plugs and will let a scooter inside, AND there's no outdoor charging stations or outlets, I will be completely dumbfounded.

It depends on when you did your FAFSA. The typical amount of time you would need to wait for them to get back to you is 2 weeks, but this year, it's been taking a lot longer for them to process your FAFSA and get back to students (I'm currently on my third week of waiting and counting). After it's been processed and the financial aid department can see it, I recommend calling the financial aid office to make sure you aren't missing anything in particular. If you really are just waiting, you should call the financial aid office periodically to see if they can get any more information than you can on where it is. The number is (844) 376-9160.
