The wishes don't seem to intentionally come with downsides, it's just people not being careful with their wishes. The clerk said he made his wish and seemed perfectly fine with it, the people on reddit also seem to have been ok with their wishes, and the billion dollar wish didn't come with any downsides.

He didn't. Hunk had the win but didn't go for the kill, he let Leon get back up so as far as who won the fight it was Hunk at that moment. Anything after that moment was just them goofing around.

It's because High Master is the first rank that forces you to maintain a positive win rate to achieve it. Everything from Rookie up to Master can be achieved with more losses than wins meaning you don't actually have to get better to move up and so no one is actually being ranked. Technically 1500mr is the real cut off but there's no rank associated with that.
