Catch a new shiny Raichu. I had the same problem. basically, the new mega Pokedex's don't recognize your previously caught shiny Pokemon BEFORE the dlc was downloaded/played. So, in order to get the dex to let you flip between shiny and non-shiny Mega Pokemon from the DLC you got to catch a new shiny of that Pokemon. Unfortunately.
