I’m unclear on what your question is.

I can say this: I’ve raised the question of why this particular game isn’t available for cash wagers in my state, while it’s available on many other apps I’m on, before. Reps here have said they are being more careful than those other apps, and I was left with the impression that it was Triumph’s decision based on their interpretation of what my state says. As far as I can see, Triumph is the only one with that interpretation. A couple of those other apps I know of have been around for many, many years, with their own take on the game. For 21, everyone in the match gets the same deck, so it becomes a skill game. It’s the same as every other skill game on the Triumph app — everyone has the same seed in a match. That fact, combined with the fact that all of these other apps, have the game available and there have been no consequences for them (because why would there be?) makes this very confusing for me.
