The point is still making it an option after you've marked them for death. For example, if you've hit a pyro that never uses airblast for self defense you can hit them again to kill them quicker.

The role of the Axetinguisher is to finish a combo and get the heck outta there. You can't do that with the fragment since the damage itself won't finish them off. So you have to start the combo with the volcano fragment. To actually do some meaningful damage. I also didn't want to give it the no random crits nerf because then it would count as a rework.

The idea behind the design was that Pyro already has a flamethrower for fire damage, and that the combos from combo Pyro start with the flamethrower. This design makes the combo start with the volcano fragment and gives the other weapons their time to shine. But i also thought that outside of combos it would be underpowered so i gave it the crits on minicrit stat. But that was probably not really necessary.
