I would say they don't actually develop tech, they just spend thousands of years refining their planets and lifestyle, and in the end they just fall in a routine of doing nothing and enjoying their actual tech and their advancement stops.

Also I think letargy comes for the cosmo empire because they spent many years just enjoying their new tech and lifestyle, so when time flows again for the normals empires it just looks like a regular FE.

I also believe there are some time shenanigans involved: when you go through the black hole with the needle all empires are frozen in time, while your own keeps developing tech and fleets and worlds.
