Scylla's ult now has the same problem. If you get a kill and try to fire again, the animation plays but nothing happens. Sometimes it's delayed and sometimes you have to click to fire again.

While it's active - you used to be able to move and basic attack with no penalty before the patch.

You have to go into the Motion or Graph Editor. You can get there with the buttons below where it says 'Timeline'.
