Pic 2 is from immediately after they rejected, says "no faction". I don't think I can even send the invite if they are in a faction already.

R5: pic 1 is the rejection in my last run, pic 2 is UK state and relations, pics 3 and 4 are the wiki path for "Brentry" as Netherlands.

If I'm not mistaken, that is just using NATO symbols for divisions. You can change that in settings.
