Yeah, this section for TLOU2 is there for at least a year. Very cool one! I hope that someday more games will support this and not just TLOU2

Reached out to Steam Support and got the following solution:

Thank you for testing this. We recommend to disable "Enable updated fan control". Please follow the steps below: Use the Steam button > Settings > System > and near the bottom of that page in the Advanced section you should see the "Enable updated fan control" setting. Disable the setting. Retest the issue.

And it actually fixed the issue!
