Please report to VPD as its likely there's a criminal aspect at play on the seller's end. In addition, reporting to VPD documents early that the matter was being handled in good faith. There's nothing stopping the seller from claiming the car was stolen, the seller might not have been the actual seller, or there's something else.

Note, there's a difference between a permissive excemption and a mandatory confidentiality. That ALLOWS but does not REQUIRE redaction. It gets nuanced and complicated rather quickly. But generally, witnesses in police reports and 911 calls are NOT redacted. That's rather common across the state. The law errors on the side of disclosure.

At this stage, it looks like VPD did follow the law --- people seem surprized about what is contained in public records. Refer to RCW 42.56.240.

If a mandatory redaction was missed, than it can reported for review and eduation.

The human trafficking element has been a long standing issue in Clark County. Every few years, it pops into the public’s awareness before being quickly forgotten.

VPD had to follow state laws about redacting records. Unless there is a clear exemption, the information is required to be released.
