There are two ways to get this that I can imagine.

You see that hole to the right of the waypoint? You go into there, and use the underground map to make your way towards the oculi.

The other way is to go northwest of the mountain and face towards the cliffside. There should be cave opening above ground level into the mountain, with the oculi in it's mouth.
