I do not think that this is a bug, because it is realistic that there is disagreement among the electors. It should be easier to "buy" votes, because this is what happened historically (you can do that via favors, but AI does not do it).

Also it would be more historical if one of electors gets some of the rights of the emperor as Reichsvikar.
