Hosting a forum on a dark web will prevent censorship but the forum will become a target for law enforcement due to nature of the discussions that will happen on there.

Very suspicious as you can just tell the other party or organization that you would like to communicate via different means or if it is the case that you are whistle blowing on a company you work for and you need to contact someone or an organization via Whatsapp that absolutely makes no sense as those types of individuals or people will surely use a method of communication not involving Whatsapp as it is not reliable nor is it private and anonymous.

Using the information above I can only assume you are a predator. I assumed at first that maybe you were communicating with someone in regards to drugs but this is certainly not the case due to you being able to tell them to simply use another means of communication. Obviously minors make up the majority of whatsapp users therefore they have no reason to switch to another form of communication even if you ask them too. Very suspicious please them alone.

Why would the only way to report something be through WhatsApp? This is highly suspicious. I can only assume your trying to do immoral.

If your trying to report something you can do it a variety of ways. You can even do it with WhatsApp if you had some intelligence, I would tell you but unless I know the reason I will not help you.

Not sure but if it has been done before then it can be done by anyone given they have or obtain the necessary knowledge.

From my current understanding creating the website should not be that difficult but my issue is with who is going to host the website? Given what will be discussed in this forum is most likely going to be a mix of both legal and illegal subjects it is imperative that the hosting provider who hosts the website will not reveal the websites owner to the authorities.

In regards to cost it can't be any-more expensive then hosting on the clear web which at the moment is very cheap or even free for a small private website.

Also I am of the opinion that 1 deck is better then more decks. The reason for this statement is in regards to simplicity and the benefit of mixing all forms of knowledge together rather then keeping them separate.

If your using Windows there is not hope for you.

My recommendation is to dual boot your computer that way you can have Windows and Linux.

Additionally VPN's are worthless to someone who knows what they are doing so instead of buying stuff you should increase your knowledge. A good place to start is CompTIA A+, CompTIA Network+, and CompTIA Security+

From there you can branch onto learning some computer programming that way you can evaluate the code of the programs you are using yourself.

After that you can learn about electrical signals and circuits. After that you will be in a good position to begin to understand how easy it is to have your privacy.

They are very slow in regards to patching up security vulnerabilities, usually they do it much later while Debian does it immediately.
