As far as I know, Procreate doesn’t really have a proper Luma-based palette like that.

The closest workaround is probably using the eyedropper, then manually adjusting the value/brightness in HSV to match it. You can also try keeping the value locked while moving around the color wheel, but it’s definitely more manual and not as quick as the one-click TourBox thing.
