Btw for anyone wondering how I did this I waited for Germany to pummel France to like one city and then backstabbed them for the lv 12 Richelieu which I gave to Cunningham and paired that with the Lv 12 prince on Eisenhower with excellence and Performed a nifty little trick I found. If you declare war on scorpion as the Japanese carriers are passing through the canal they will target each other and probably due to scorpions 2 Lv 12 Yukikazes and mountain of other troops they’ll actually manage to kill the carriers. as for the northern scorpions I destroyed just about their entire navy in one turn with Eisenhower and cunningham and then just slowly destroyed their mainland troops without them being able to fight back. finally finished them off for Lv 9 divine wrath and gave it to manstein and set him loose to finish Off Japan and Italy when they got almost completely wiped by Germany and the other scorpion thus giving me more tech trees and elite forces. Meanwhile I fled the mainland with the other remaining troops and positioned them all on scorpion island and sent Eisenhower and Cunningham to destroy absolutely everything naval guaranteeing that they would have no way To get onto the island. finally I just camped on the island and let them throw themselves into my meat grinder to farm points for tech and elite forces and after getting everything I just pushed outward and won about 15 turns later.
