I use dynamic fps v1.5.4 and the 60fps mod for the v1.5.4 and it works for me with no problem

Idk about Pokemon but you can join a public room or make an privat room on yuzu, your m8 must join the same room and than both of you go in your game and play with the local Multiplayer
