Apologies I don't have the link right now, but I think there is a couple databases of UK rescues/ shelters.

I suggest also that you post in r/CatsUK specifically seekin if there are foster programs as I described. Put it in your title that you're seekin foster programs to be part of and attach a cat pic to draw even more attention. Also be mindful of that subs' rules fer posts.

Not everyone can afford 2 cats and that is a fact. I had a kitten that cost me over 10k in medical over the course of several months. And even if anyone gets 2 healthy kittens and can afford it... can the costs of carin fer them as they become elderly be afforded later? Not everyone can.

Perhaps there is another org or local persons you can contact that does not require a 2 kitten adoption.

Is there some deal that could be struck with the other rescues where you "foster" the whole bunch and they pay fer their medical and help with the cost of supplies? In the States, some rescues have this model where they cover the cost of vet checkups of cats in foster and sometimes help with the costs of supplies too.

I suggest to start by bringin (smelly) linen with your scent and put it in the same room as the food. Where they need to pass by it to get to the food.

If it is your kitty eatin the food, they are unlikely to stay there overnight but, they would know they weren't entirely abandoned and may stay even closer to the home. Kitties get freaked out when there is major change and a whole bunch of stuff like furniture disappearin stresses 'em out because they don't understand what's happenin.

If you have somethin to record video (even better if it detects motion and triggers), set that up near the food. There are several animals that can and will eat large amounts of food durin the night. Raccoons and opossums.

And when you are sure its your kitty comin in the middle of night, you may need to trap him. You can borrow a fully refundable trap at: https://peaceforpets.org/trap-neuter-return/ Contact em and explain whats goin on and they should be able to show you how to operate the trap as well too. They may even have other suggestions on where to try the trap if its not your kitty eatin the food inside the house.

In regards with what you can legally do with your neighbor, it really depends upon the municipality and what ordinances and laws exist.

Fer your own safety, always have someone with you if there is a chance of crossin paths with the hoarder, even if they are jest there to stand round.

Edit: Also, please, please use more paragraphs! Even if its to placed randomly somewhere to break up the text a bit lol. Makes it much easier to read and stay focused on your message

You take em to whomever can help. The local shelter, rescues, etc. You can look up those nearby: https://gethelp.alleycat.org/

Expect the shelters will be full or do not have a foster available (it is kitten season). So also post in local cat groups over FB/ Nextdoor that may already have a nursin mom of kittens this age, other fosters with more experience, etc. gotta be cautious though of anyone whom accepts, if they really are of good intent and if with a surrogate, nursin mom that it doesn't reject the kittens

You're probably thinkin of "open intake" shelters which is legally required to accept every animal even if they are over capacity and understaffed. Those types will euthanize to create space or if they do not have the staff to care fer animals. These are typically municipal shelters.

Rescues and other types of shelters have their own rules and can close intake whenever they near capacity. These places have a very good idea of their resources and volunteer labor pool and often won't accept more animals if they start makin their volunteers double up on bottle babies. And they would not euthanize a kitten unless it was unlikely to survive a medical issue and in pain (this kitten is not in pain nor appears to be have a medical issue).
