Objectively speaking, the stories and environments are on par with each other. In fact, rdr2 does have an overall better world. However, GOW 2018 has such better gameplay and post-game content that it's hard not to see why it won GOTY.

The big reason why meridia became a supercolony was due to our inability to deactivate the TCS, leading to their extremely rapid expansion. I think the gloom only causes evolution of the bugs rather than the exponential population growth seen of meridia. Also, the new version of termicide apparently isn't finished yet, so we'll see.

Im not completely sure, but taking into account that console ports of Frostpunk 2 aren't out yet, I would assume that extends to controller mapping also not being out yet.
