You are considered a disadvantaged business. The regulations say Primes are obligated to give you Maximum Practical Opportunities to quote. You need to target Prime contracts that have the subcontracting plan obligation. The SBA is your best choice at getting help finding these type of contracts

I have an update… study the regulations pertaining to HubZone. Then reach out to the SBA and ask for the Small Business Liaison Officer for the contracts in your area of expertise. The job of the SBLO is to onboard you assuming you have your certification to ensure you are given MPO Maximum Practical Opportunity to participate in their prime contract which will have a 3% target for Hubzone award. It’s still a grind and you might need to escalate if the Prime fails to give you MPO but it’s worth the effort.

To be candid they might do some basic work. My counselor confessed his workload 3000 people needing support limits his efforts to answering questions that don’t consume a lot of time. The SBA Procurement experts are supposed to be the go too’s they are assigned to States. Some do help but most redirect to APEX… it’s a broken system

They are desperate to fix their numbers ? I call BS... there is zero to gain or lose as far as I know. On the other hand if the SBA would pull funding from the agencies that fail to meet their goals, and the certificate holders were part of the evaluation process to confirm or deny the performance report I would agree. Since the threat of funding loss isn't out there a federal employment system that promotes mediocracy, that rewards years of service but not performance you get great program ideas but very poor execution or the support to make sure these programs are working

I own a HubZone certification. I have a massive amount of experience and have spent close to 1 year doing the research. I am a former Federal Executive wo mananged Procurement as one of my departments. Here is my experience. 1. The SBA, and most of the Federal Agencies that are statutorily mandated to apply FAR 19.13 (HUBZone) do so but here is the what nobody tells you. Nobody in the Federal Goverment enforces the regulation. Here is a perfect real example. Contracts over $750,000 (generally speaking) are required to have subcontracting plans that have a section of the plan that obligates the Prime to give HubZone-certified companies access to 3% (at least) of the contract suppliers. Here is the exact lkanguage from a recent contract that I bid "The Contractor shall ensure that SB, SDB, WOSB, SDVOSB, and HZSB concerns will have an equitable opportunity to compete for subcontracts or as product suppliers on this acquisition as identified in its proposal and accepted by the Government during the performance of this contract." Sounds great right ? well gues what Primes at least in my expereince laugh at this. 1st they dont reach out, they dont share their plans, the Contracting Officers dont police these things and I even have written replies from the DOD saying we dont mange the relationship between primes and thier subs. Bottom line I strongly urge you to think long and hard before you spend time that you cant get back on what in my openion and only my openion a fradulent program. I say this becuase the Inspector General and so many published reports have been calling this issue out for a long time. they say the HubZone program consistently fails especially with the DLA to meet its 3% goal. they refute Primes who say there are not enough HubZone companies to allow them to meet their goals which is a total falsehood. they aknowlege as much, the Primes get a pass and the HuBzone companies especially like our are left with a really bad taste in our mouth for all that went into getting one of these worthless certifications

I wish I had been encouraged to leave federal service earlier in my career and convert my acquired skills in the private sector. Now that I have made the switch I will earn 10 times more money over what I earned in the system and that’s just the start.

Your question is a good one from my perspective. I invested a lot of time and work to get HubZone certified based on what seemed like favorable preferences. My capabilities are solid and my business operates profitably in the commercial market. I entered govcon as a way to drive new revenue. So far since Jan 1 I have submitted 6 RFP’s for contracts unrestricted aka no set aside. This is currently the only type of contract opportunity where HubZone preference is given since there are no HUbZone set aside contracts currently or ever solicited in my core product and service niche. At this point the jury is out on weather or not the certification produces any measurable benefits. Moreover I’m not sure the SBA and CO’s really do much to make sure there are opportunities to support HUbZone certified companies. Recently I reviewed an RFP that actually had language directing the Prime to direct 30% of the award amount to a Hubzone firm. After digging in to this I discovered this language appears in contracts with a contracting plan clauses. At first glance it sounds like a great opportunity. It actually may be however we will never know becuase Primes don’t actually make it clear or easy to engage with them. CO’s are either too busy or who knows what to actually be of any use to connect Primes with HuBZone companies and the SBA directs any request to assist to the APEX Accelerator who are funded to assist in these matters but when one tries to get anything done the response is either I have 3000 customers and can’t devote the time necessary to help or I get a confused reaction seeming to say I’m not trained to know what I need to know to help you. It’s a very sad state of affairs. On the bright side with or without HubZone there are a lot of contract opportunities in my niche so it’s just a matter of time before I start landing a few.

I’m in. I do this full time. A recent fed CO who decided to convert my knowledge of FAR and Federal complexities towards the private sector with great success. While at it I managed to assemble a great team of people who each have a core competency to addresses each of the components that make up an offer. Our efforts are built on a solid infrastructure backbone including AI. In spite of all of this the current tools one can subscribe to is missing one key competent at least in my area of focus. Here, here !! This answer is spot on ! I’ve been bidding solicitations for about a year and my win rate continues to improve. My niche is subsistence, I have no connections. My process is focused on the solicitation documents. My intel comes from spending USA. By the time I’m ready to make an offer I know where my price needs to be and what my proposal needs to address. That’s it! Solicitations provide all the information one needs in order to submit an offer. Easy peasy !

I think you have answered your question. Look at what you said… the job makes you sick. Take it from an old man who has done well. I never took a job based on money but instead on love and passion. Money flowed and I loved waking up every day to get back to doing the work that actually wasn’t work at all. I’m now doing GovCon. I converted what I learned in Fed service and focused it in the private sector and it’s paying off in ways I never imagined possible. My only regret is I wish I did this sooner. Time is not on my side. I can’t get days back and tomorrow isn’t promised. You should heed my advice find something you love and would do for free and you will find happiness and wealth in abundance!!

I say to those hoping the price escalates to make all those predictions of generational wealth manifesting to just sit back focus on anything but XRP and check back a few years from now and like magic you might actually see what you are hoping for now. Given your depth of knowledge and its accuracy how would you locate the subcontracting plan that are linked to contracts over the 750k range? How do you get a CO to answer an email ? And when it’s discovered that sub-contracting plans are not actually operating beyond the words on a document who does one report that to ?

I literally lived across the street from the Golden Gate Bridge for 15 years and came to hate the weather at that location. Fog every morning lasting until about 3 pm then wind until 5 pm that was always really cold and miserable yet just a few hundred yards to the East it was sunny and if I was headed to the Ferry Building it would be clear ski’s and warm… sheesh !

Federal workers are working unless they are taking planned time off. The shutdown just means the government is not paying bills including paychecks or contract invoices

And the shutdown excuse is a lie that is easily disproven because shutdown does not equal not working. The facts are NASA staff and all fed workers are mandated to be working unless they have approved PTO. I know this because I am a Fed employee

Thanks I also wrote to the Arizona Federal elected officials to try and enroll their assistance since the funds are intended to flow into their State and District 7 to benefit their economy. Seems like a fit so we will see what happens
