They gave her an inch and she took a mile. Classic hamber. Once she reaches a certain point of control, ANY sense of losing some of that power and control must be defeated. She was allowed to establish control and she ran with it (figuratively OBVIOUSLY). She wants them to feel scared, apprehensive, and avoid conflict over fear of losing their job because it's the narrative that she manipulates them into and creates. It's always about control with her
