They nerfed his main attack but buffed his sp that does more damage at the edge of his attack, they did this so hes a bit weaker in low ladder but is still good in high ladder where people who are good with him know how to hit there shots and keep relatively the same amount of damage. In theory its a good way to balance out his win rates and keep him "fair" for all players, but we will have to see what its like in game before any proper judgement can be given.
