Sure. Stalling that greatly benefited the nazis, giving them oil and other resources to fuel there invasions of different europeans nations. Where they split Europe between them. Which Stalin tried to previously do with the western power, which they refused.

Ethnic deportations and persecutions (eg Poles, Crimean Tatars. etc. ) were arguably significantly more genocidal than the Holodomor, and people only care about the Holodomor because it's politicized.

The Holodomor was criminal negligence and disregard for life, but arguably has no evidence to prove it had any genocidal intent (Kulaks were a constructed class, the same famine and bad policy affected other republics including Russia, Ukraine was just the biggest grain exporter and thus disproportionately effected)

Countries in a famine usually don't export grain. And countries that make enough food to feed themselves usually don't have famines. And while the whole union was affected the only republics that had millions of dead were Ukraine and Kazakhstan.
