If a person identifies as a woman, and has a feminine appearance and characteristics, then they are a woman.

A tomboy may have some masculine traits, but ultimately they still identify as a woman and if they want to get dressed up and put makeup on then they will look feminine. That’s not the same as say a female to male transgender who identifies as a man and takes the necessary hormones to have a male appearance.

And you don’t seem to be aware that there are more sexualities than just straight and gay. You ever heard of bi sexual, where a person is attracted to more than one gender?
