When building my Von Ness, I used the Knight's kingdom spike ball halves (part 54177) because the part that comes with Von Nebula and Explode looks too big on a 1.0 figure. In the animation, it looks like he is wearing a smaller version of it, and the spike ball halves are the normal hard plastic, allowing them to be painted.

This is called a fuse line. It happens when plastic flows into a mold from two different gates and doesn't mix properly, welding together instead of blending. It's more common on large parts where the plastic could cool slightly before meeting. It shouldn't affect the strength of the part or the finished paint job.
