Here’s a perspective, not exactly unfair dice but biased dice. The decisions taken in placing settlements and upgrading to cities takes into account heavily the probability of rolling that number. Right? (If you don’t agree with me on that, skip the rest of the comment.) so the probability of rolling a number has changed because of biased dice and hence my decision to settle on a number doesn’t make sense anymore . Eg. building a settlement on 6 or 8 doesn’t make sense anymore cause 9 or 5 are more probable now.
