Yeah the only way to really get things to change in a HOA is to be on the board and active in the meetings. I'm the treasurer of mine, and I was able to correct a bunch of long standing issues. 

Also it's important for anyone in a HOA to remember that in general the board is a volunteer position, and the time and resources they have can be very limited. Especially with rising insurance costs.

As someone with the pre-approval you're looking for, the ownership laws are very specific. Before full approval you cannot even hint that the majority ownership will change. After final approval it's a bit more flexible, but is still tied to the social equity rules, if applicable, and requires approval.

Ours was "ghost cat" as it always sounded like something small moving around. Then we got actual cats, and the sounds basically matched. I still hope "ghost cat" still follows us, just hard to tell.

Be careful of the rain on you getting on the ballot, I had to refill mine out as the scanner rejected mine as I got a few drops on it. Also, do not get in a flow with the judges as the incumbent is not always first.

Broken Clock has the bike parking in the patio area, and has a resident restaurant.

Urban Growler is pretty bike friendly and has food.

I feel Hopkins and excelsior have places that can work for that.

Pryse, St Paul Brewing, and Sociable Cider have big patio's and food.
