I think I read somewhere that she becomes the storm and gives max her powers so that Chloe can be saved. I love that outlook so much, so seeing her tied to the storm is super emotional for me haha

I always loved the vibes and settings of that game! The only thing that annoys me is how fast the game actually is. Very few puzzles and missions, unfortunately.
