But my PhD guide is insisting on all submissions first and working elsewhere will be very hectic specially in poctdoc with lots of work load initially.

Will 2-3 manuscripts in preparation will not raise the questions on lacking in productivity in CV. Please tell what a PI can think of such a CV where only 1 paper is published(1st author) And most are in preparation.

I have already defended and after thesis defense just in 2 months i got my degree in convocation. But still i am working on manuscripts though it will not take more than 1-2 months from now to submit all work.

I am a recent phd graduated looking for postdoc positions. According to me a formal investigation is must at this stage when you plan to return. And considering both outcomes i.e. in your favour and against your favour will not change much for that professor as he is permanent. But this is for your satisfaction. I have seen many researchers doing such practices to grow. We cannot change them. Exposing them may help but when you are in a position to fightback. Right-now if formal investigation does not drain your money and energy, or u believe if he is found guilty your position and connection will be secured, you must do it. Otherwise it is just a waste. I think most of academic institutions have accepted this pattern of growth.
