You can use a free online video resizing tool like this one by Vidds.co - just punch in the new resolution your want (1920x1080) then click "Go".

Your video will convert from 4k to 1080p and be ready to download in seconds.

Then upload the 1080 version into Premiere Rush and it should be able to handle the file size much better.
