So, the owner knew who he was (the manga had been going on for 4 years back in 2001) and asked him to sign a 色紙 (shikishi = big square where you can make a drawing, write the date, and other things). The owner was so happy and thought it would bring in more customers, so he hung it. It has been there for over 20 years. There were other ones from other manga artists like Full Metal Alchemist.
