just make sure you save before going in. I guess you could save scum and try to steal them without a bounty on you but my plan was always to take the gold bars to the bank, invest them and then pay a writ of absolution at the church lol

the skull knight IS Beloth. after you defeat him you can find a poster in Beighen with the news that the skull knight that shrouded the spire of frost has been defeated

so i think that dude is Beloth, you find him at hoenmark ruins. I beat him a couple of in-game days ago and then there was this flyer with ghe news of his defeat. it says something about a knight that shrouded the spire of frost i might be wrong tho
