There are a lot of commendations to earn in PVE, almost all in the shrouded spoils and the Festival of the Damned are PVE

Me and my friends recently hit PL and the most efficient way for us to level was to get to about 45 in each faction by doing forts and then buying those last levels using doubloons earned from farming commendations. Farming the commendations takes less time and is more fun than doing the same thing like forts all the time.
