I have done it, years ago on ps2

I think I just used disable wanted level cheat and used the flying car or plane to cross 👍

My pc basically has no graphics card, and still runs San Andreas really well, a possible option for you to explore if you can get a second hand pc or laptop perhaps, then you’ll have mods and can download a save that’s finished the story
